This Is Time Traveling Bear

A country controlled by a ruthless leader bends his power to assists those mutated by a human led disaster while opposing any opposition who comes his way which may lead to his own self destruction.

He can only be saved by a rebellious scientist who was mutated and invented time travel alongside his a young girl he accidentally abducted while traveling through time.
